Large enrollments and broadcasts run as background jobs. If a send to a big list needs to change, you can pause it, stop it, slow it down or move its start time. The change applies only to what hasn't gone out yet.

No. SaaSVisionary plans limit the number of active workflows, not the number of times they run. Running a workflow two times or twenty thousand times in a month makes no difference to what you pay. Only provider usage, such as texts and calls on your own Twilio account, is billed separately.
For many follow-up tasks, yes. A signed webhook from another system can trigger a workflow, and a workflow can in turn call any outside API with the authentication, headers and payload it expects. Many teams start by moving the steps that involve phones and messaging, then keep a connector tool only for niche integrations if they still need one.
Voice steps are workflow actions that use the built-in phone system: dropping a ringless voicemail, starting an outbound IVR, opening a sales bridge to your team, placing an AI call or enrolling a contact in a calling campaign. They start on the Team plan, and AI calls require Unlimited.
The failure is recorded in that contact's run history at the exact step where it happened, so you can see what went wrong and fix it. Waits are stored durably, which means a contact scheduled for a follow-up days later keeps their place even if the system restarts.
